The Early Intervention Program (EIP)
The Early Intervention Program (EIP) is for children under the age of three who are developmentally delayed or have a diagnosed disability. Development is how your baby grows and learns. EIP provides services that assist in the growth and development of eligible children and their families.
EIP works to help families to manage daily life and meet their child's special needs. There is no cost to families for services provided by EIP. Parents or caregivers can make a direct referral to EIP by calling 518-565-4890.

The Preschool Special Education Program
The Preschool Special Education Program provides educational services to children ages 3 to 5 who have a disability or delay that affects their learning. Local school districts guide families through the program, while Clinton County and the New York State Education Department pay for the cost of the educational services. Parents or caregivers can make a direct referral to this program by contacting the school district where the child lives.
The Children and Youth with Special Health Care Needs Program (CYSHCN)
Children and Youth with Special Health Care Needs (CYSHCN) are children 0-21 years of age that have or are suspected of having a serious or chronic physical, developmental or emotional condition. This program is designed to improve the health and care needs of children who meet the eligibility criteria. Please call 518-565-4890 for more information.
