Public Functions
When you attend an event (e.g. Mayor’s Cup, a concert, etc.) that has 5,000 or more persons, the Clinton County Health Department is responsible to ensure that emergency services will meet certain standards provided for by Part 18 of the New York State Sanitary Code.
Part 18 provides a mechanism to ensure that emergency services will be provided for the public by properly trained providers. The promoter and the individual or organization that will provide the emergency services for the event must develop an operation plan. The plan outlines the issues of providing emergency care at the event, access to the hospital from the event, emergency resources at the event site, emergency health care facilities, number of emergency medical staff, and required emergency medical service equipment.

Mass Gatherings
Mass gatherings occur when a gathering is likely to attract 5,000 people or more and continue for 24 hours or more but shall not include a temporary residence under permit.
When you attend a mass gathering in New York State, this type of an event is covered by Subpart 7-1 and Part 18 of the New York State Sanitary Code. New York State Sanitary Codes Subpart 7-1 has many requirements for a promoter of a mass gathering to fulfill insure your safety and wellbeing. Some of these requirements are crowd control, campground design, installation and maintenance of services and facilities, insuring there is enough water or fluids to drink, enough food onsite so you can eat, sanitation, traffic control and medical services.
